Our Approach
Bridging private capital and public good for affordable housing in Nova Scotia.
MR Developments was created to solve a simple but stubborn problem: there is funding and political will for affordable housing, yet too few projects make it from concept to completion. We step into the middle of that gap and stay there until homes are built.
Who we are
MR Dev is a development and advisory firm based in Halifax, Nova Scotia. We focus on affordable and community housing projects led by non-profits, co-ops, and public partners.
Our background is in private-sector development and risk management. We use that experience to:
Design projects that work for lenders, funders, and regulators
Protect long-term affordability and community ownership
Navigate complexity so partners are not left to figure it out alone
“I did not step away from the private sector. I brought it with me.”
The gap we fill
Most affordable housing fails in the handoff between policy and execution. Plans and announcements are made, funding programs are launched, but projects stall in the middle.
Common friction points include:
Sites that are not development-ready
Misalignment between non-profit goals and lender requirements
Zoning and infrastructure hurdles that eat up years
Disconnected advisors, each focused on a narrow slice of the project
Our job is to close that gap.
“We see philanthropy not just as funding projects, but as standing beside them until they are built.”
Our role in a project
We are a systems builder and execution partner. We:
Translate community vision into a bankable, buildable development plan
Coordinate planners, engineers, architects, municipalities, and funders
Manage early-stage risk so non-profits are not exposed to unmanageable downside
Structure partnerships and ownership models that protect long-term affordability
“Money is necessary, but it is never sufficient. What is missing is execution capacity.”
How we work with non-profits and co-ops
We start from the mission of the organization and the needs of the community it serves. Then we build the development framework around that mission, not the other way around.
Typical support includes:
Site identification and acquisition strategy
Feasibility analysis and project phasing
Alignment with federal-backed funding and municipal priorities
Partner selection and procurement for design and construction
Governance and ownership structures that keep assets in community hands
“Our role is to absorb complexity so community partners can focus on impact.”
How we work with government and funders
Public and philanthropic partners often have capital and mandates, but limited on-the-ground execution capacity. We help connect the dots between funds, policies, and specific projects.
We provide:
Pipelines of realistic, pad-ready projects
Insight into local constraints, zoning, and infrastructure
A single point of coordination with non-profit and co-op partners
Practical feedback on how programs land at the project level
“The real philanthropic gap in housing is not capital. It is coordination.”
Principles we work by
Execution over announcements
We measure success in units delivered and communities housed, not in press releases.
Community at the center
Non-profits and co-ops lead on mission and stewardship. We design around their role.
Transparency on risk
We are honest about constraints, costs, and timelines so partners can make informed decisions.
Long-term affordability
We favor structures that protect affordability and keep assets tied to community outcomes.
Partnership, not replacement
We do not replace non-profit capacity. We stand beside it and support it.
Our current initiative
MR Developments is currently leading the development of a multi-year, multi-site affordable housing initiative in Nova Scotia.
Highlights:
Over 1,000 units of affordable and community housing in various stages of planning and delivery
Multiple sites in partnership with non-profits, co-ops, and municipalities
A coordinated roadmap that aligns land, approvals, infrastructure, and funding
One of the largest coordinated affordable housing efforts in Canada is currently underway in Nova Scotia. More on our projects.
